St. Bernard - Best Deployment Scenario - Web Filtering

 Liberty County School District

Background: Liberty County School district has 11,000 students and staff members across 17 locations, in Hinesville, Georgia. It consists of eight elementary, three middle and two high schools. With a focus on K-12 education, the district stresses the importance of academic excellence, good citizenship and an enhanced learning experience through use of technology. The district’s highly qualified staff of certified teachers and support personnel are dedicated to providing access to technology in every classroom. This way, students are able to achieve their full potential and become productive members of a global, technological society.

Challenges: This is a distributed network, with locations scattered throughout Hinesville, Georgia. The district’s IT administrators faced two main challenges: a) maintaining Children’s Internet Protection Act (CIPA) compliance, which requires detailed reporting and IT enforcement and b) finding a product that would protect students from potential cyber bullying with a limited amount of time and money invested.

  • The district needed a reliable Internet-filtering solution in order to comply with strict requirements set forth by the CIPA, and receive E-rate funding. Since the district’s previous Web-filtering was not dependable, eight of its educational institutions were at a risk of losing government E-rate funds.
  • b. The potential for cyber bullying, online gang conflicts and threatening posts was increasing due to students’ ability to get through the previous, software-based Web-filtering product. With this in mind, IT administrators wanted a hardened appliance-based solution, which would keep them reassured that students are not bypassing the product’s filtering and security loopholes.

Issues: Students were finding ways to surpass the previously deployed Internet-filtering product, which proved to be an easy obstacle to overcome. IT managers were constantly on-the-watch, making sure none of the CIPA rules weren’t broken and the district was fully compliant with mandatory state and government regulations. Time spent constantly monitoring Web activity took away from other initiatives, such as finding new ways to integrate technology into the classroom.

A recent Kamaron Institute Research report unveiled that cyber bullying incidents tracked at six percent in 2000, and are now estimated to range from 18 percent to 42 percent of students in grades four through eight. In addition, 21 percent to 49 percent of students in grades six through 12 say they have been bullied online. Liberty County wanted to avoid any potential issues associated with Cyber Bullying by preventing kids from accessing social-networking sites, among others.

In addition, IT administrators needed to move on from the current solution in place and find a more reliable appliance-based product, which would not only help with the above-mentioned issues, but also protect against the students’ Instant Messaging (IM) and Peer-to-Peer (P2P) file-sharing habits, further exposing the district’s network to Internet-based threats, viruses and malware.

Solution provided by St. Bernard: The district chose iPrism, St. Bernard’s dedicated Web-filtering appliance to enforce appropriate use of the Internet for its students and staff. Summary:
Since deploying iPrism, the IT team has noticed a significant decrease in the amount of time needed for administration of content filtering throughout the district. Liberty County realizes that students will always try to get around the filter, but with iPrism in place, they have a sense of security that unacceptable sites and IM are being monitored and/or blocked. In order to receive E-rate funding through the federal government, school districts that provide students with Internet access must show they have a Web filter in place. With iPrism, Liberty County is now able to take advantage of these benefits.
